All of the settlement vendors at Sanctuary work fine.

I've tried building new stores and also reassigning different settlers to no avail. With the others the assigned vendors don't respond or in the case of the clothing vendor where I assigned Ann Hargraves she responds as if she's still at the radio station and won't allow any buy/sell. I've created several stores in Abernathy farm but the only one that I can interact with is the clinic.
